Carbon capture and storage infrastructure acting as catalyst for reindustrialisation

Carbon capture and storage (CCS) infrastructure is already delivering economic benefits on Teesside, supporting jobs, UK suppliers and skills development, while laying the foundations for future industrial growth, according to a new report by Northern Endurance Partnership (NEP).

Analysis suggests these early benefits offer a practical example of how CCS can help unlock a new age of industrialisation in the UK. The analysis also points to significant future opportunities in the Humber, where new CCS infrastructure could contribute around £3 billion to UK GVA during construction.

NEP is currently delivering some of the UK’s first CCS infrastructure on Teesside. Their progress is closely linked to the delivery of Net Zero Teesside Power (NZT Power), the first carbon capture project expected to connect to NEP’s transport and storage network. Today’s report updates that NEP and NZT Power are expected to sustain more than 3,000 jobs through construction. In addition, more than £2.1 billion has been awarded to UK suppliers so far, with 300 UK subcontracts placed and more than half of supply-chain content being sourced from the UK.

Funding is also supporting 175 young people across Teesside to undertake training designed to launch careers in the clean energy sector. These benefits are just the start of the positive impact that CCS infrastructure will have in the region. When additional users connect to NEP’s network in the coming years, they will also create new jobs and place additional contracts with UK suppliers.

The report also highlights the link between NEP’s infrastructure and wider industrial growth. Supporting these projects has allowed suppliers, especially those on Teesside, to invest in new capabilities, create new jobs, and offer apprenticeships to young people across the region. Overall, NEP’s Teesside infrastructure offers an early indication of how CCS can underpin reindustrialisation across the country.

Through these strategic investments, critical infrastructure is being constructed, British suppliers are winning contracts, skills and industrial capacity are being strengthened, and industrial projects are preparing to invest around the shared network that NEP is delivering. Replicated across the country, this model can help anchor existing industries in the UK while creating the conditions for new industrial investment, jobs and supply-chain growth.

An update on NEP’s work to progress their Humber Expansion project is also included in the report. Recent economic modelling1 demonstrates that a Humber CCS pipeline presents a clear opportunity to build on NEP’s successes on Teesside. In addition to delivering £3 billion of UK GVA during construction, a Humber CCS pipeline could support around 1,800 full-time equivalent jobs each year once operational, with approximately £1.2 billion of contracts placed with UK suppliers from the CCS pipeline alone.

The Humber, and the next generation of projects, would also be crucial to maintaining momentum and continuing the process of moving toward a self-sustaining domestic CCS industry. Important and ongoing work that was begun on Teesside.

Richard Mortimer, Director and Chairman of the Board, Northern Endurance Partnership

“As this report sets out, the infrastructure that the Northern Endurance Partnership (NEP) is delivering now, which utilises safe and proven technology and engineering, is doing more than just transporting carbon dioxide captured from industry and storing it safely beneath the North Sea. By unlocking a new wave of investment, which in turn creates new jobs and industrial capability, it is also acting as a catalyst for the new age of industrialisation that the UK Government is now prioritising.

“Key steps now lie ahead of us. By adding more projects onto our Teesside network and progressing the next phase of the East Coast Cluster in the Humber, we have the opportunity to unlock further industrial investment and create lasting economic value in regions that have powered Britain for generations.

“This report clearly shows that carbon capture and storage can provide the infrastructure around which competitive industries, strong supply chains, and the skilled jobs of the future can grow.”

Olivia Powis, CEO of Carbon Capture and Storage Association

“The Northern Endurance Partnership’s report demonstrates that investment in CCUS infrastructure is already delivering tangible economic benefits, from skilled jobs and training to new opportunities for UK suppliers. Crucially, it shows how shared CO₂ transport and storage networks can give businesses the confidence to invest, while enabling essential industries to remain competitive as they decarbonise.”

“The priority now must be to build on NEP’s progress and accelerate the development of CCUS clusters and projects across the UK. Doing so will strengthen domestic supply chains, sustain investor co

Henri Murison MBE, Chief Executive, Northern Powerhouse Partnership

“The economic benefit to Teesside and the wider UK from Northern Endurance Partnership has already been hugely significant. Extending the pipeline to the most significant Humber projects could enable £3 billion or more of GVA, equating to at least 44,000 years of employment in the construction phase. It will sustain 1,800 full-time equivalent jobs every year once operational. This is reindustrialisation of the North built on the UK Government underpinning private investment.”

The Northern Endurance Partnership (NEP) is delivering a first-of-its-kind project that will transform the UK’s industrial heartlands and fast track the nation’s journey to net zero. NEP is building the onshore and offshore infrastructure needed to transport collected CO₂ from carbon capture projects across Teesside and the Humber – collectively known as the East Coast Cluster – for permanent, secure storage deep beneath the North Sea.

As the UK’s first CO2 transportation and storage network, NEP’s infrastructure will help the country’s most carbon-intensive regions capture and store emissions. This will protect existing industries, attract new low-carbon investment, create thousands of skilled jobs, and establish the UK as a global leader in carbon capture and storage (CCS). Following financial close in December 2024 for the Teesside transport and storage system, NEP is moving into construction, with first operations expected in 2029. The next phase focuses on the Humber Carbon Capture Pipeline (HCCP), which will expand the network with new onshore pipelines to transport CO₂ from industrial projects in the Humber region to our offshore stores.

NEP is a standalone incorporated joint venture (IJV) with its own Board of Directors, and bp, Equinor, and TotalEnergies as shareholders.

1) Recently conducted by the Northern Powerhouse Partnership on behalf of NEP, this modelling indicates that a Humber CCS pipeline could support:

  • Around £3 billion of UK GVA during construction
  • Around 44,000 job-years of employment throughout construction
  • 1,800 full-time equivalent jobs each year once operational
